That depends entirely on how you do it.
Here's a method for super easy cel shading that takes advantage of the magic of layers.
Step 1: lay down your inks and flats.
Step 2: create a new layer above the flats, set the mode to "multiply," and use a hard opaque brush to slap down a light grey. Shadows!
Step 3: create another new layer, set mode to "screen," and apply a DARK gray to highlight things. Alternately, use a (highlight-colored) brush and set the opacity to something low like 30%.
